Secretary-General

The Office of the Secretary-General leads the strategic direction, coordination, and institutional missions of the Council of the Global Change within parliamentary and multilateral frameworks. Within the Council structure, the Secretary-General represents the organization before parliaments, regional assemblies, and interparliamentary institutions, overseeing its global partnerships and development agenda.

This office ensures coherence across all of the Council’s missions and acts as the focal point for dialogue with governments, legislative bodies, and international partners, strengthening cooperation and promoting the vision of global change through institutional diplomacy and strategic political engagement.

H.E. Amb. David X. Sanchez

David X. Sanchez serves as Secretary-General of the Council of Global Change and as Ambassador, Permanent Representative to PARLACEN, and has served as Permanent Observer of the International Youth Organization for Ibero-America to the United Nations.

He holds degrees in Business Administration from the Catholic University of New Spain (UCNE) and Economics from the University of Southampton. He has pursued advanced studies in finance, diplomacy, and global policy at leading institutions including Columbia, Michigan, Duke, and the University of Pennsylvania, and has been honored with doctorates in Law and Political Science from UCNE in Florida.

Sanchez is recognized for forging strategic partnerships between governments, multilateral institutions, and global capital to deliver pragmatic, high-impact solutions to complex global challenges.

All listed designations and titles are exercised within the institutional framework of the Council of Global Change and in relation to its missions before Parliaments and Multilateral Forums

Consuelo Vanderbilt

Consuelo Vanderbilt is a seventh-generation descendant of Cornelius Vanderbilt and part of a historic lineage that has shaped transatlantic relations and institutional legacy. Within the Council of Global Change, she serves as Minister-Counsellor of Cultural Affairs, leading cultural diplomacy initiatives and high-level engagements within the Council’s institutional and parliamentary missions.

Her work focuses on strengthening dialogue between culture, governance, and innovation—bridging tradition and modern leadership to advance cooperation among parliaments, governments, and international partners within the Council’s global framework.

Esther Porto

Esther Porto is a Latin American author, philanthropist, and strategic advisor known for her leadership at the intersection of culture, innovation, and global development. Her work spans key sectors including telecommunications, finance, media, sustainability, and the creative industries, where she has consistently advanced cross-sector collaboration and international dialogue.

Recognized for her ability to bridge diverse ecosystems and convene influential networks, she remains a strong advocate for inclusive growth, cultural diplomacy, and the role of creative intelligence in shaping more resilient and connected societies.

He is a prominent figure in the nightlife and hospitality industry, particularly known for his influence and contributions in New York City. Romero is often recognized for his work as a nightlife impresario and has been associated with several high-profile venues.

He founded Clique, a marketing and events company that worked with a variety of clients in restaurants, nightlife, and hotels in New York, Las Vegas, and Miami.

Gabriela Sanchez

Gabriela Sánchez is a strategic leader and youth diplomat committed to fostering global collaboration and generational empowerment. As Chief of Cabinet, she coordinates high-impact initiatives, advances multilateral diplomacy, and elevates youth voices in global policy platforms.

At the Council of Global Change, Gabriela brings her energy, vision, and experience to guide youth-centered engagement, institutional synergy, and narrative leadership for sustainable transformation.

Fernando Anzures

Fernando Anzures brings a unique blend of global corporate experience and institutional diplomacy to his role in multilateral affairs. With nearly two decades in leadership positions at international firms such as The Coca-Cola Company, Red Bull, and Philip Morris, he has developed a deep understanding of cross-cultural engagement, executive coordination, and strategic communications across diverse geopolitical contexts.

In his current capacity, he oversees high-level protocol and international convenings, ensuring alignment with diplomatic standards and facilitating dialogue among governments, multilateral institutions, and global stakeholders. His expertise in the design and execution of large-scale international forums supports the advancement of strategic cooperation and cross-sector collaboration.

Her work focuses on strengthening institutional presence, fostering strategic alliances, and advancing global engagement through communications strategies tailored to governments, international organizations, and cross-regional platforms.

Juan Arango Millan

Juan Arango Millán is a diplomatic advisor with experience in multilateral engagement, youth representation, and institutional dialogue. As a delegate to the United Nations and the AFS Youth Assembly, he has contributed to high-level discussions focused on youth empowerment, intercultural cooperation, and sustainable peace.

He serves as President of the International Academy of Kindness in the Americas, an organization active in over 40 countries, dedicated to advancing global dialogue, peaceful coexistence, and humanitarian diplomacy through cultural initiatives and symbolic diplomacy.

Yuliana Lebedinskaya serves as Attaché to the Office of the Secretary-General, where she supports high-level engagement, strategic outreach, and diplomatic coordination. Her professional background includes experience in the commodities sector, energy markets, and sustainable technologies, positioning her as a key asset in fostering cross-sector cooperation and supporting global dialogue on economic resilience and innovation.
